Name: Shimo Hitonomi (This is still all being worked on so nothing except for his name, village, and jutsus are permanent.)

Were they born in said village?: Yes.

Why did they leave their birth village?: Shimo Hitonomi and the rest of the Hitonomi clan left the village Hidden in order to avoid being dragged into the Third Great Ninja War because of their unique Ice Kekkai Genkai. The clan remains dispersed even though most of their members are alive however their whereabouts remain unknown except to other members of the Hitonomi clan. It is said that most of the current clan's main branch reside in the Land of Snow where they are accepted because of their Ice Release Style.

  Weapon Appearance: Buddhist Staff made out of pure ice that never melts. It's name translates into Permafrost.
  Special Abilities: The staff is used primarily as a melee weapon and has only one special ability. Since the staff is made out of ice it's elemental properties allow it to be shaped into other weapons if Shimo so chooses.

Kekkai Genkai: Ice Release. Shimo Hitonomi focuses on Ice style Kekkai Genkai and Ninjutsu to the point where he has taken a liking to the cold. His primary focus is on his Kekkai Genkai Ice Releases, because of their unique effects. Most of them are low to mid damage with severe side effects. Some which slow down the flow of chakra, slow down blood flow, or slowly freeze the circulatory system. However just because this range of Kekkai Genkai focuses on side effect damage it is not effective as medical ninjutsu do to high risks for the person the Genkai is being used on. Shimo possesses a large range of jutsu that allows him to weaken his opponent till they are on the verge of death.
 
Frozen Chakra Armor:
  Defensive: The Frozen Chakra Armor is a unique Kekkai Genkai and is one of the reasons why the Hitonomi clan was so high in demand. Each member of the Hitonomi clan has this as a bloodline trait, and it acts as a passive Kekkai Genkai where the user is always expelling chakra.
  How Do They Activate It: It is a passive Kekkai Genkai and cannot be activated nor deactivated. This acts as a strength and a weakness as the Kekkai Genkai actually consumes chakra while it is in effect. The harder the blow against the Hitonomi clan member. The more chakra must be used to be able to withstand an attack. This armor is incredibly weak to Fire style jutsus and Kekkai Genkai which are also of the Fire style.
  How Is It Used: Much like the chakra armor used by the Ninja of the Land of Snow it acts as an armor.
  Abilities: It takes the users chakra and uses it as an invisible sort of armor.
  Appearance: The user is enveloped by an invisible cloak of chakra that is tight around the body and acts as armor.
  Pros: Protects the user from incredibly lethal jutsus in desperate moments.
  Cons: Consumes boatloads of chakra, Deactivates when the user is depleted of chakra leaving them wide open to attacks

Ice Release  Frost Shard Bullets:
  Offensive: This Jutsu can only be used offensively.
  How Do They Activate It: Hand Signs
  How Is It Used: The user's chakra spreads out into a small area in front of them taking water out of the air and cooling and shaping it with wind chakra until it forms into about half a dozen of kunai sized ice shards. The user then uses wind chakra to fire the shards forward with the speed of a bullet. It is the only ice attack that is used by the Hitonomi clan that does not have any nasty side effects, but to make up for the lack of side of effects or abilities it deals heavy damage to an opponent depending on the opponents range away from the Jutsu after it is fired.
  Abilities: Forces water to cool into ice shards, and then uses wind to shoot them forward.
  Appearance: Kunai sized ice shards.
  Pros: High Damage, Short-Mid Range
  Cons: Has no side effects on the opponent, medium chakra consumption

Ice Release  Freezing Chakra Avalanche:
  Offensive: The effect of jutsu is dealt over time and there will be no change as soon as it makes contact with an opponent.
  How Do They Activate It: Hand Signs
  How Is It Used: The user freezes water particles to below absolute zero until there are enough to create a ring around the user. The user then fires off the ring in a wave like factions which covers 360 degrees around the user. 
  Abilities: This jutsu or Kekkai Genkai slows down the opponents chaka flow which will make the opponent weaker in battle. It will also increase the efficiency of fire release jutsu coming from one of Shimo Hitonomi's teammates if he has one.
  Appearance: A ring of ice that circles around the user.
  Pros: Slows down opponents chakra flow, wide area of effect, quick casting, little chakra consumption
  Cons: No external damage to opponents, takes a while to slow chakra down to very dangerous levels
